Texas Gov. Greg Abbott is expected to sign two controversial immigration bills into law Monday afternoon at a ceremony in Brownsville — a move all but certain to trigger legal challenges from civil-rights groups. Of the two, the more contentious is Senate Bill 4, which would criminalize illegal entry from a foreign nation at the state level.
